With his best friend deaf boy Smile, Lao-san went on the streets of Qingdao to fight gangs, robbers and criminals. He believes, with or without uniform, he is the man to destroy the evil.

A National treasure, the Dragon-Tongue-Spear (800 years old), is brought by a French collector for a one-day exhibition to Qingdao and some Hong Kong gangsters under Boss Dragon (Anthony Wong) come for it. Their arrival gets the attention of local police officer Jiang (You Yong).
